What is "Closed Bidding"?
Closed Bidding occurs when employees
have been excessed out of a section.
Those excessed employees have retreat
rights back to the section from which
they were excessed. To protect
those retreat rights, only clerks in the
affected section are allowed to bid on
Closed Biding jobs. If a residual
vacancy results from the closed bidding,
then an excessed employee may retreat
back to the section.

Why are the Window jobs not subject to
Closed Bidding?
The LV LMOU defines a "section" as Level
and Tour. So when excessing from
one tour to another it goes by level and
tour. There are, however, two
exceptions to this rule. The LMOU
states in Item 18a and 18b that the
Window and Bulk Mail Room are separate
sections, by tour. So, when it
comes to excessing within the facility
there are literally nine (9) different
sections. They are:
Tour 1 - Level 06 jobs
Tour 1 - Level 07 jobs
Tour 2 - Level 06 jobs
Tour 2 - Level 07 jobs
Tour 2 - Window jobs
Tour 2 - Bulk Mail jobs
Tour 3 - Level 06 jobs
Tour 3 - Level 07 jobs
Tour 3 - Bulk Mail jobs

How long
will the Closed Bidding last?
The Closed Bidding provisions will
remain in place until every employee
excessed from a section has had the
opportunity to return to that section.
In our case, there are two sections
affected: T-2 Level 06 and T-2
Level 07. When all clerks with
retreat rights, to each particular
section, have been given a chance to use
those retreat rights the bid
restrictions for that section will be
lifted.

Management has informed the union that jobs
will be posted on Friday, April 24, 2009.
The successful bidders of those jobs will be
placed into the jobs effective Saturday, May
16, 2009. The posting will consist of
two separate bidding
procedures. The first will be a
posting of jobs for the whole facility to
bid on. The second will be jobs
remaining on T-2 that are subject to
Closed Bidding.
Whole Facility Posting:
This posting will consist of new jobs
with 12:30 starts and all currently
vacant jobs. The 12:30 jobs will
replace the T-2 jobs that are being
eliminated. The drop days of the
new jobs will remain the same as as the
T-2 jobs with two exceptions. A
Sun/Wed drop day job will be posted as
Mon/Tue and a Sat/Fri job will be posted
as Mon/Tue. Management wanted to
change the days off of many more jobs,
particularly those with weekends off.
We were able to convince management to
post them unchanged. Four of the
12:30 jobs will have a back-up of some
type added to the job. Also
anticipated to be on the posting will
be:

Two (2) Window Clerk Positions
-
One (1) T-7 position which
requires clerks have one year
experience to be eligible to
bid.

One (1) Level 06 window job
which had been previously
reverted. (The Union
filed a grievance on the
reversion and a recent
settlement means that this job
will be posted for bids.)

The vacant jobs expected to be
posted include one (1) T-1 LV Box
job, one (1) T-1 automation job, and
one (1) T-3 automation job.
Closed Bidding Posting:
This posting will consist of jobs
remaining on T-2. Because
management has chosen to excess
employees off T-2, all jobs posted for
T-2 must
be limited to current T-2 employees.
Clerks on T-1 and T-3, even those with
retreat rights, are prohibited from
bidding jobs on this Close Bid posting.
The Closed Bid posting will consist of:

Two (2) L-07 Expeditor jobs starting
at 11:00 am. Bidding for these
jobs is restricted to current T-2
L-07 Clerks only.

Five (5) L-06 AI FSM jobs starting
at 11:00 am. These jobs will
have multiple back-ups. Only
T-2 L-06 Clerks may bid on these.

One (1) General Clerk (POOMs Office)
job which has a typing requirement
of 45 words per minute. This
job has a start time of 09:00 am.

One (1) Timekeeper, one (1) General
Clerk (MODS), and one (1) Nixie
Clerk job with start times on 07:00
will be posted.
The Union believes that an additional L-07
Expeditor position, starting at 12:30,
should be created and posted. We have
also been informed that there will be no
18:00 or 21:00 start time jobs included in
the whole facility posting. Management
stated they will address these jobs on the
next posting.
